ILM (Information Lifecycle Management) level 3 is an emerging enterprise-level management solution that encompasses many of the capabilities and functions that are necessary for supporting the life cycle management of human resources. It is comprised of four key capabilities: enabling people and their leaders to effectively communicate; building tools to support effective and efficient work planning; enabling people and their leaders to effectively manage and deliver on the information that they need, and providing information to the workforce on the performance of its teams.

Through this strategy and plan, managers are able to effectively address specific problems and prioritize objectives among a larger array of possible solutions to any issue that may come up.

ILM level II focuses on improving the effectiveness of the processes and ways of accomplishing them by using metrics to track performance. Metrics can be visual or some sort of indicator that gives information about specific elements within an organization such as attendance, employee feedback, customer satisfaction, and so on. There are also some cases where a company uses a combination of visual and metrics in order to get a full picture of how their employees are performing and how effective their efforts are towards meeting the objectives of the company.
